START OF THE SOUTHWEST MONSOON

Ahead of the possible onset of the rainy season, the DOST-PAGASA officially announces the start of the Southwest Monsoon or Habagat over the Philippines, which is one of the precursors of the onset of the rainy season.

As Habagat becomes the dominant weather system, occasional to frequent rains and thunderstorms are expected, particularly over the western sections of the country. These conditions may signal the possible onset of the rainy season in the coming days.

Ahead of the possible onset of the rainy season, the DOST-PAGASA officially announces the start of the Southwest Monsoon or Habagat over the Philippines, which is one of the precursors of the onset of the rainy season.

THE LOW-PRESSURE AREA OUTSIDE PAR DEVELOPED INTO A TROPICAL DEPRESSION
Location of Center (4:00 PM):
The center of Tropical Depression was estimated based on all available data at 1,360 km East of Northeastern Mindanao (OUTSIDE PAR) (8.3°N, 138.7°E)
.
Intensity:
Maximum sustained winds of 45 km/h near the center, gustiness of up to 55 km/h, and central pressure of 1004 hPa.
Present Movement:
Almost Stationary
Extent of Tropical Cyclone Winds:
Strong winds extend outwards up to 380 km from the center
GENERAL OUTLOOK FOR THE FORECAST PERIOD
• As this tropical depression continues to consolidate, it will move erratically within the next 24 hours. Afterwards, this weather disturbance will move generally northwestward throughout the forecast period. It may enter the Philippine Area of Responsibility (PAR) on Thursday (28 May) afternoon or evening and will be given a local name DOMENG.
• This weather disturbance will enter PAR as a Tropical Storm and may reach Typhoon category on Saturday (30 May) over the Philippine Sea.
• This weather disturbance is less likely to make landfall over the country. However, it may make a close approach to Extreme Northern Luzon. The highest tropical cyclone wind signal that may be raised during the passage of this tropical cyclone is Wind Signal No. 1.
• If this weather disturbance makes close approach to Extreme Northern Luzon, a gale warning may be raised by weekend.
• This tropical cyclone will also enhance the Southwest Monsoon this Saturday (30 May).

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to continue monitoring for updates related to this tropical cyclone.
Unless there is an intermediate issuance, the next tropical cyclone advisory will be issued at 11:00 PM today.

GRANTING A TEMPORARY EXEMPTION FROM THE VEHICLE NUMBER CODING SCHEME FOR VEGETABLE TRUCKS OF FARMERS COMING FROM ALL VEGETABLE TRADING AREAS IN THE MUNICIPALITY OF LA TRINIDAD, BENGUET, TRAVELLING NORTHBOUND ALONG HALSEMA NATIONAL HIGHWAY SPECIFICALLY KM. 5 TO KM. 6, LA TRINIDAD, FOR A PERIOD OF TWO MONTHS OR FROM MAY 25, 2026 UNTIL JULY 24, 2026

Vegetable trucks of farmers travelling NORTHBOUND along the Halsema National Highway are hereby exempted from the number coding scheme for a period of two (2) months or from May 25, 2026 until July 24, 2026.

The exemption is only temporary and shall only be applicable for VEGETABLE TRUCKS OF FARMERS coming from ALL VEGETABLE TRADING AREAS IN THE MUNICIPALITY OF LA TRINIDAD, BENGUET, and are travelling NORTHBOUND along the Halsema National Highway.

The exemption applies particularly ALONG KM. 5 TO KM. 6 OF THE HALSEMA NATIONAL HIGHWAY.
